Ireland has regulations governing installations and activities using organic solvents (including vehicle refinishers and dry cleaners), these are:European Union (Paints, Varnishes, Vehicle Refinishing Products and Activities) Regulations 2012, S.I. No. 564 of 2012; & European Union (Installations and Activities Using Organic Solvents) Regulations 2012, S.I. No. 565 of 2012.
These regulations require the Environmental Protection Agency (EPA) to have in place a panel of approved assessors. Enviroguide Consulting has been appointed by the EPA to a National Panel of Approved Assessors under the European Union (Paints, Varnishes, Vehicle Refinishing Products and Activities) Regulations 2012, S.I. No. 564 of 2012 - commonly referred to as the Deco-Paint Regulations & the European Union (Installations and Activities Using Organic Solvents) Regulations 2012, S.I. No. 565 of 2012 – Commonly referred to as the Solvents Regulations.
Enviroguide Consulting is an Approved Assessor (AA) for the inspection of operators in the Dry Cleaning and Vehicle Refinishing sectors using organic solvents as well as for certain industrial solvent use activities which are not EPA licenced but which fall within the scope of the Solvent Regulations.
It is your obligation as a Dry Cleaner, Vehicle Refinisher or industrial solvent user under the relevant Regulations to arrange to have an inspection carried out by an approved assessor and to obtain a certificate of compliance from the Local Authority of the area in which you operate.

The European Union (Installations and Activities Using Organic Solvents) Regulations 2012, S.I. No. 565 of 2012 came into effect in January of 2013. Amongst other items, operators of dry-cleaners are required to register with their Local Authorities, meet specific emission limit values by demonstrating compliance through the adoption of a solvent management plan, get an inspection carried out by an approved assessor and obtain a certificate of compliance from their relevant Local Authority.

EPA Best Practice Guidelines for Dry Cleaning
When you request an inspection from us, we will provide you with an application form which you will be required to complete and return to us along with the agreed inspection fee which may be paid by cheque, bank draft, postal order or by electronic funds transfer (bank to bank online transfer).
We will then provide you with your Dry Cleaner Operator’s Manual which will contain information on the following:

The European Union (Paints, Varnishes, Vehicle Refinishing Products and Activities) Regulations 2012, S.I. No. 564 of 2012 came into effect in January, 2013. Amongst other items, operators of vehicle refinishing installations are required to carry out activities using organic solvent containing products in a manner which controls and minimises emissions, use only compliant products (products which comply with the content limit for volatile organic compounds), get an inspection carried out by an approved assessor and obtain a certificate of compliance from their relevant Local Authority.
