Gillian Free BSc. MCIWM
Director


Gillian Free holds a BSc. in Environmental Management, a Diploma in Environmental Resources Management and a Diploma in Environmental and Planning Law from the Law Society of Ireland. Gillian is a Chartered Member of the Chartered Institution of Wastes Management (CIWM) and is a member of the Irish Environmental Law Association. She is also an affiliate member of the Institute of Environmental Management and Assessment (IEMA).

Gillian has years of industry experience including in the waste management industry. She has extensive experience in the areas of waste licences (EPA) and waste (facility and collection) permits and planning permissions as well as with Environmental Impact Statements. Gillian also has experience in liaising with regulatory bodies such as EPA, Local Authorities, DEHLG, DAFF etc. and has been involved with community liaison projects. She holds Fetac and WAMITAB (UK Waste Management Training and Advisory Body) qualifications in waste management and hazardous waste transfer and she is a qualified DGSA (Dangerous Goods Safety Advisor) certified by the HSA and Chartered Institute of Logistics and Transport. Gillian is also a Fetac certified Trainer.

A qualified Lead Environmental Management System Auditor, Gillian has implemented and maintained Environmental and Quality Management Systems throughout numerous facilities around the country all of which were certified to ISO 14001:2004 and ISO 9001:2008 Standards. She also designed and implemented the first Quality Management System in Ireland to be certified to the requirements of the European End of Waste regulation for certain types of scrap metal (Council Regulation EU No 333/2011).

She has experience in the design, build and management stages of integrated recycling facilities and civic amenity sites as well as municipal waste baling operations and landfill to best standards and in compliance with environmental and waste management legislation.

Gillian is skilled in environmental reporting including Annual Environmental Reports and in reporting in all formats to regulatory authorities such as local authorities and the Environmental Protection Agency and has extensive audit experience in a variety of areas. She has expertise and knowledge in the areas of environmental monitoring, biodiversity and conservation management.

Gillian has been involved in the design and implementation of a number of Public Sector regulatory enforcement inspection campaigns.
James Dowdall MSc. MCIWM
Director


Jim Dowdall has an MSc in Inorganic Chemistry and over 25 years experience in environmental and waste management related activities and is a Chartered Member of the Chartered Institute of Wastes Management (CIWM). Jim also has a Diploma in Environmental and Planning Law and is a member of the Irish Environmental Law Association.

Jim has extensive experience in waste infrastructure and licensing, recovery and recycling, processing, treatment and technology. His previous role was that of Environmental Director with one of Ireland’s leading waste management companies.

Jim has project managed a number of large waste infrastructure projects from concept through design, build, commission and operate and was responsible for obtaining all necessary consents such as EPA Licences, Facility Permits, Waste Collection Permits and Planning Permissions. Jim has also developed infrastructure and processes for environmental management and compliance. He has project managed a number of high profile, compliance challenged operations including landfill, and has brought each one into compliance in an economically sustainable way. He is experienced in liaison with local authorities, the EPA and government departments alike.

Jim has led a team of consultants on numerous Environmental Impact Assessments and has delivered EIS for inclusion with both planning and EPA licence applications. He is also extensively experienced in the area of Environmental Liabilities Risk Assessment, Closure Restoration and Aftercare Management Plans and Appropriate Assessment.

Jim has participated in a number of waste consultative groups including the International Waste Consultative Group. He has experience in Expert Witness services and is fully trained in Courtroom Skills, Expert Witness report writing and Oral Hearings. He has project managed a number of regulatory enforcement campaigns on behalf of both Local Authority and Government Agency.

Jim is also an experienced ornithologist; a long standing member of Birdwatch Ireland, Jim has been involved in the discovery of new species and has published extensively on this subject.
